The Main Government Funding Route: ECO4

ECO4, the Energy Company Obligation in its fourth phase, is the backbone of government-funded double glazing in the UK right now. Under it, the six largest energy suppliers are legally required to fund energy efficiency improvements for low-income and vulnerable households.

Windows qualify. So do doors, insulation, and heating systems. But windows are one of the most commonly funded items because they’re one of the biggest sources of heat loss in older UK housing stock.

To qualify through ECO4, you generally need to be receiving at least one qualifying benefit, things like Universal Credit, Pension Credit, Child Tax Credit, or certain disability benefits. Your property also needs to have an Energy Performance Certificate (EPC) rating of D or below, which most older homes with original glazing will have.

ECO4 runs until March 2026. Don’t sit on this.

Local Authority Flexible Eligibility

ECO4 has a lesser-known extension called LA Flex, Local Authority Flexible Eligibility. This allows councils to refer households who don’t meet the standard benefit criteria but are still in fuel poverty or vulnerable circumstances.

It’s a big deal. It means homeowners who are just above the benefit threshold but still struggling with energy costs can potentially access the same funded double glazing as those on qualifying benefits, if their local council has opted into the scheme.

Not all councils are active with LA Flex. But many are. A postcode check will tell you whether your authority is running it.

Scotland and Wales Have Their Own Schemes

The devolved nations don’t just sit under ECO4, they run parallel programmes with their own eligibility rules and funding pots.

Scotland’s Warmer Homes Scotland scheme has funded thousands of window upgrades for homeowners on low incomes — in some cases covering full installations worth several thousand pounds at zero cost to the homeowner.

Wales runs the Nest scheme through the Welsh Government, targeting fuel-poor households with a combination of insulation, heating, and glazing upgrades. Free windows and doors grant Wales applications go through Nest, and it’s one of the more straightforward application routes available anywhere in the UK.

What Counts as Double Glazing for Grant Purposes?

Standard uPVC double-glazed units are the most commonly funded product. But modern schemes also cover triple glazing in some cases, as well as secondary glazing for period properties where full replacement isn’t structurally appropriate.

The frames matter too. Aluminium and timber frames with double-glazed units qualify under most routes, it’s not uPVC-only, despite what some installers might imply. If someone tells you only uPVC qualifies, get a second opinion.

Does Your Property Have to Be in Bad Shape?

No, and this misconception stops a lot of people from even checking. Your home doesn’t have to be derelict or dangerously cold. Government funding for double glazing is based on energy efficiency performance, not the physical condition of the property.

Your home doesn’t have to be derelict. The EPC rating tells the story — not how the house looks from the street. You can get a new Energy Performance Certificate for around £60 to £120 if you don’t already have one from the last 10 years.

How the Application Actually Works

The process isn’t bureaucratic. You don’t fill in a 20-page government form. The practical route is: run an eligibility check via a certified installer or grant broker, get an assessment booked (free of charge), receive a written quote showing what’s covered and what if anything you’d pay, then confirm and book installation.

Start to finish, from eligibility check to installation, typically runs four to eight weeks. Faster in some areas, slightly longer in others where demand is high.
